Richmond, Missouri police have apprehended two Venezuelan nationals in connection with an ATM skimming theft ring that operated in several cities across Missouri and Kansas. The suspects, Darwin G. Moreno-Conde, 24, and Yorbin Y. Allen-Hernandez, 44, were arrested following an extensive search that spanned from Kansas City to St. Louis.
The arrests were made as a result of an investigation into a skimming device that was placed on a local ATM on November 13th, compromising numerous accounts. Surveillance footage revealed a gray Ford Fusion that was associated with the installation and retrieval of the skimmer.
By tracking the license plate and utilizing Flock cameras, law enforcement was able to trace the movements of the suspect vehicle across Richmond, St. Louis, and the Kansas City metro areas. According to court documents, the evidence collected has linked the suspects to multiple skimming incidents in various locations, including Blue Springs, Liberty, Lee’s Summit, Raymore, and Edwardsville, Kansas. Furthermore, records indicate that Hernandez was previously ordered to be removed by an immigration judge in Michigan, as stated in court documents.
Both suspects now face charges of felony fraud, theft, and the use of skimming devices to steal a total of $6,690 from at least 45 victims. As the investigation continues, Moreno-Conde and Allen-Hernandez are being held on $250,000 cash-only bonds.

The suspect vehicle’s movements across Richmond, St. Louis, and Kansas City metro areas were traced using license plate tracking and Flock cameras.
According to court documents, the suspects have been linked to skimming incidents in various locations, such as Blue Springs, Liberty, Lee’s Summit, Raymore, and Edwardsville, Kansas.
According to court documents, a Michigan immigration judge issued an order for Hernandez’s removal in absentia.
The suspects are being accused of committing felony fraud, theft, and using skimming devices to steal a total of $6,690 from at least 45 victims.
As the investigation continues, both individuals are currently being held on cash-only bonds amounting to $250,000.
