Charges filed against ex-Liberal city manager for rape and other offenses

The ex-city manager of Liberal is currently in custody, facing several charges related to incidents that occurred in March and August.

Russell “Rusty” Varnado faces charges of rape, sexual battery, and lewd or lascivious behavior, according to court records. He appeared in Seward County Court for the first time on Wednesday.

The judge lowered the bond from $250,000 to $100,000, and his next court hearing is set for December 2nd.

The City of Liberal has shared the following statement with KSN:

The City of Liberal terminated the employment contract with former City Manager, Rusty Varnado, on September 29, 2024. We are unaware of the specifics of charges for which he has been arrested.”
